Renters' Rights Act: Big Changes for Tenants Live from 1 May 2026

The Renters' Rights Act 2025 became law in October 2025, and its biggest changes for renters in England came into force on 1 May 2026. The reforms apply to both new and existing tenancies, so almost every private renter is affected.

Here is what changed:

  • No more fixed terms. Fixed-term assured shorthold tenancies have been replaced with open-ended periodic tenancies that simply continue month to month.
  • "No-fault" Section 21 evictions abolished. Landlords now need a valid legal reason to end a tenancy.
  • Rent increases limited. Rent can be raised no more than once a year, capped at the open-market rate, with at least two months' notice.
  • The right to request a pet. Landlords must consider pet requests and can only refuse with a fair reason.
  • No more rental bidding wars. Landlords and agents can no longer invite or accept offers above the advertised rent.
What it means for movers: If you are renting, you now have more flexibility to give notice and move when it suits you. Planning a move? Book your removal or man-and-van slot early — once you serve notice, the clock starts.

New Private Rented Sector Database for Landlords Rolling Out

As part of the Renters' Rights Act, a new Private Rented Sector (PRS) Database is being introduced. Landlords will need to register themselves, their properties and key compliance information before letting them out, with the rollout happening in phases by region across late 2026.

The database is designed to raise standards by making it easier for tenants and councils to check that a property and its landlord meet legal requirements. Local authorities have also gained stronger enforcement powers, including the ability to inspect properties and request documents.

Stamp Duty in 2026: Where the Thresholds Stand

If you are buying a home this year, it helps to know where Stamp Duty Land Tax (SDLT) sits. The thresholds have not changed in 2026 — they have stayed the same since the temporary higher allowances ended on 1 April 2025.

  • Standard buyers pay no stamp duty on the first £125,000 of a property's price.
  • First-time buyers pay nothing up to £300,000, then 5% on the portion up to £500,000.

One point to watch: because the Renters' Rights Act made tenancies open-ended, there were concerns that long-running tenancies could trigger annual SDLT calculations for some renters. The Government has confirmed it will legislate to prevent any stamp duty arising as a result of the Act, so renters should not be caught out.

What it means for movers: Budget for stamp duty early if you are buying. Once your completion date is set, lock in your removals slot — month-end and Fridays book up fast.
